Bob Mann, president, called the meeting to order at 7:05 p.m. The Board Association Minutes of July 9th, 2015 were read with one correction that GSMOL membership information is available on GSMOL website. Minutes approved.

Treasurer’s Report: As of August 15th, the checking account balance is $3,030.02. Income was $60 for HOA dues, Expenses $261.46 and Bank Fee of $2.50. In addition, legal defense fund balance is $19,419.34 Paid membership for 2015 is now 161.

Social Committee Report: The September Happy Hour will be Thursday, September 24th, at 5pm. The Social Committee’s next event will be a Brunch on Sunday, October 4th. All the details are in “The Voice.” On Saturday, November 7th, there will be a Lasagna Dinner which will be free to residents only.

Online Committee Report: www.svmha.com. Ellen reported that this website is developing and that pictures, articles, classified ads (free) and other items are welcome.

Old Business:

The Board confirmed that the generator part needed for the emergency pump system was replaced as planned.

Announcement/New Business:

New Handrail for Ramp to Upper Clubhouse Area: Management installed a handrail for the ramp from the lower parking lot to the upper clubhouse area. This is a great improvement and is already much appreciated by residents. The trip hazards caused by the seams/cracks of the cement of the ramp are to be corrected soon. It was noted that there are trip hazards on the ramp that continue up to the top of Lookout Hill, as well, and the Board was asked to see if these could be corrected at the same time.

Gym Equipment/Area: There is interest in obtaining better equipment, perhaps as a donation from a local gym (as benefited Rancho Santa Barbara). Reconfiguring the gym area was also mentioned. No action taken.

Speeding: Good news! It appears that the Board’s letters to delivery and service companies that frequently visit the park has improved their drivers’ compliance with our 10 mph speed limit. This is much appreciated.

But residents report, unfortunately, that speeding continues. Some independent workers (caregivers, cleaners, etc.) and residents blatantly ignore the speed limit and even stop signs. This puts people at risk and negatively impacts the quality of life of everyone in our community. Besides the “noise pollution” from speeders braking before and then accelerating after speed bumps, there is the anxiety of needing to be ready to react to speeders coming around corners, behind driveways, etc. Several residents at the meeting shared very recent close calls due to cars driving too fast. There is a real concern that someone is going to get hurt.

Various actions were discussed, including putting a small notice on the windshield of offending cars, installing cameras in problem areas, and adding some different, attention-getting signs. Another suggestion was for the HOA Board to send out a letter with Management to all residents re-reviewing the speed limit and reasons for it. It is important that all residents emphasize the need to comply with the 10 mph speed limit with employees and visitors. Bob will discuss this with Stuart.

(Note: San Vicente is well-designed so that no one lives that far away from an exit gate. Speeding saves less than a minute, is stressful, dangerous and unfriendly. Let’s slow down, enjoy our beautiful park, and “smell the roses”!)

Negotiations: The Board hears that Management’s property lease negotiations are ongoing. At Bob’s request, Mark drafted a letter of support for the current management and it was read aloud. After discussion, Ellen moved that the letter be sent. Ronnie seconded the motion and it was unanimously passed. All board members present signed the letter. Bob will give the rest of the board the opportunity to sign, and then the letter will be sent to the Daughters of Charity. A copy of the letter will be included with the minutes of the meeting to all HOA members.

The next Board meeting will be Thursday, October 8, 2015 at 7 P.M. in the Clubhouse. The meeting was adjourned at 7:50 p.m.

Drop the check off at the Clubhouse in the HOA box. Currently 156 members have already paid their dues. The larger our membership, the stronger our voice!
